
Monrovia, Liberia: The Economic Community of West African States (ECOWAS) has officially launched the Interconnected System for the Management of Goods in Transit (SIGMAT) between Côte d’Ivoire, Guinea, and Liberia, a digital customs platform expected to transform cross-border trade and boost regional integration. The launch took place on Friday, October 31, 2025, at the Maimba Point Hotel in Monrovia.
Speaking on behalf of Dr. Kalilou Sylla, ECOWAS Commissioner for Economic Affairs and Agriculture, Ambassador Josephine Nkrumah, Resident Representative of the ECOWAS President in Liberia, said the new system demonstrates the region’s growing capacity to design home-grown solutions that strengthen trade efficiency and economic cooperation.
“SIGMAT is more than just technology, it’s a regional bridge built by West Africans for West Africans,” she noted, emphasizing its role in facilitating faster and safer movement of goods.
A Digital Shift in West African Trade
The SIGMAT system enables electronic data exchange and real-time cargo tracking among Customs administrations across participating countries. It helps prevent cargo diversion, reduces clearance time, and promotes transparency. Most ECOWAS member states have now installed the platform, with Côte d’Ivoire, Guinea, and Liberia forming one of the most strategic corridors in the region.
Dr. Sylla commended the Customs Directors General of the three countries for their collaboration and urged remaining member states to connect to the SIGMAT e-Hub at the ECOWAS Community Computer Centre in Lomé, Togo, to ensure regional connectivity.

Liberia’s Push for Modern Trade Systems
Liberia’s Commissioner of Customs, Mr. Saa Saamoi, described the launch as a reaffirmation of Liberia’s commitment to digital transformation and regional cooperation.
He explained that SIGMAT creates a predictable environment for traders by linking customs systems in real time, thereby cutting delays and improving accountability. “This is the kind of innovation that puts Liberia on the map as a serious trade partner,” he said.
Officials from Côte d’Ivoire and Guinea echoed similar sentiments, noting that the initiative aligns with the African Continental Free Trade Agreement (AfCFTA) and the region’s collective goal of accelerating economic growth through integrated systems.
Faster Borders, Fairer Trade
Wilmot A. Reeves, Liberia’s Deputy Director for Trade, thanked ECOWAS and its partners for including Liberia in the digital platform. He said SIGMAT will make border transactions “faster, safer, and more transparent” while encouraging Sierra Leone to join next to strengthen corridor efficiency.
According to ECOWAS, the system can reduce customs clearance time by up to 80 percent and significantly lower trade costs. It also minimizes fraud and strengthens revenue collection by allowing customs officers to monitor cargo movement and documentation electronically.
Guinea’s representative, Mr. Mohamed Lamine Doumbouya, called the partnership a “landmark in customs modernization,” highlighting its potential to boost logistics efficiency, curb revenue leakages, and support inclusive growth across participating countries.
Toward a Connected West Africa
Developed by ECOWAS and integrated with ASYCUDA, the global customs management software, SIGMAT is already operational in nine member states. The expansion to include the Côte d’Ivoire–Guinea–Liberia corridor signals ECOWAS’ steady progress toward a digitally interconnected trade ecosystem.
For Liberia, the deployment reinforces its vision of becoming a reliable transit and trade hub in the sub-region—where modern customs management drives not just revenue but regional trust and prosperity.
